Innovative Proposal Submitted to President Trump
USPA Nationwide Security, a veteran-owned private security firm, has introduced a transformative immigration reform proposal aimed at addressing critical challenges in enforcement and asylum processing. The plan, submitted to President Trump and DHS, merges high-security deportation operations with humane care for families through a one-of-a-kind initiative: Haven Centers.
The proposal prioritizes deporting individuals with violent felony convictions who entered the U.S. unlawfully while establishing secure, family-friendly facilities for asylum seekers awaiting adjudication. USPA’s elite security contractors, including former Navy SEALs, Army Rangers, Delta Force operatives, and Omega Program veterans, will provide critical support to DHS for precision deportation operations.
“We’re bridging the gap between public safety and human rights,” said Brian Fitzgibbons, Director of Operations at USPA. “This proposal ensures the safety of American communities while upholding our commitment to dignity and family unity.”

Haven Centers: A Humane Alternative
The cornerstone of USPA’s proposal is the creation of Haven Centers, a network of secure, dignified living facilities for asylum seekers. Unlike detention centers, these modern facilities will feature private living spaces, medical care, childcare, and education. Legal aid services will also be available to ensure families receive fair hearings.
“These centers are designed to foster trust and provide a safe, welcoming environment for families during a challenging time,” said Dan Manning, USPA’s CEO. “They represent a compassionate solution to a complex issue.”
Elite Teams for Targeted Deportation
USPA’s proposal also highlights its ability to assist DHS in locating and deporting violent felons. Using advanced intelligence and tactical expertise, teams of former special operations veterans will ensure precision targeting of bad actors while minimizing collateral harm. The involvement of Omega Program veterans, known for their skill in tracking and neutralizing threats, underscores the proposal’s focus on operational excellence.

“Our elite teams are uniquely equipped to handle the complexities of these operations, ensuring public safety remains the top priority,” Fitzgibbons stated.
Encouraging Voluntary Participation
The program encourages asylum seekers to self-report to Haven Centers, reducing the need for enforcement actions. This approach fosters trust and cooperation, allowing families to remain together while their claims are processed. Participants will have access to legal representation, temporary protective status, and essential resources during their stay.
A Scalable Model for Immigration Reform
The proposal outlines a scalable, phased approach, beginning with a pilot program in high-priority regions. Lessons learned will inform national expansion, with continuous evaluation ensuring ethical and efficient operations.
“This program is designed to evolve and adapt,” Fitzgibbons explained. “It’s a long-term solution that balances security and compassion.”
National and Global Implications
If implemented, the plan could redefine U.S. immigration policy and serve as a model for other nations facing similar challenges. By combining elite security capabilities with humane care for families, USPA’s proposal demonstrates that security and compassion can coexist.
