Delray Beach fire at Kings Point leaves property management keeping its own fire watch log

DELRAY BEACH, Fla.
A fast-moving structural fire scorched multiple residential units at the Kings Point complex in Delray Beach and hospitalized one resident, according to CBS 12 News, with significant property losses reported.
Case managers confirmed this morning that emergency displacement housing protocols are fully active, and property management has started a manual fire watch log during the ongoing utility blackout.
A blackout removes the systems that would have raised the alarm
Kings Point is a large retirement community, and that fact governs the response. Age-restricted housing concentrates residents who may not see smoke, may not hear a standard alarm, may use oxygen or mobility equipment, and may need more time and assistance to leave a building at night. When the utility service is out, the detection, notification, lighting, elevator and access systems that support those residents are out with it.
A manual watch is the compensating measure. Its value depends entirely on whether it produces a record, because the question after the next incident will be what the property knew and when.
What a fire watch log has to contain
The log has to establish four things for every hour the building was unprotected: who was on post, when they walked, what they checked and what they found. In practice that means a shift entry with the officer's identity and the post assignment, timed rounds that name the areas covered, a space for conditions and any readings taken, and a signature at the end of each shift.
It also has to record what happened between the rounds. An alarm that sounded, a resident report of smoke, a contractor working inside without a hot work permit, a door that would not secure, a generator refuelled, a fire department visit: each of those is an entry with a time and a response. A log that records only uneventful rounds is not a record of the watch, it is a record of someone being present.
The same document carries the impairment. It should state which systems are out of service, when the impairment began, when the authority having jurisdiction was notified and when the systems were restored and accepted. That is what converts a stack of paper into evidence of compliance.
Staffing the post correctly
The other half of the problem is the hours. A property that assigns the watch to its own maintenance staff has assigned it to people who are asleep at three in the morning, and a property that assigns it to one person covering four buildings has assigned it to nobody. Coverage has to be sized to the number of buildings, the condition of the protection systems and the population living inside them.
The USPA position
USPA Nationwide Security provides fire watch coverage in Delray Beach for multifamily properties across South Florida, including age-restricted communities where evacuation assistance is part of the assignment. Coverage can be opened through the emergency fire watch desk, and officers work to written post orders with a log the property can present to its carrier. Where the permit covers welding, cutting or grinding, hot work fire watch holds the post-work interval the standard requires.
